A friend of mine actually made a website that does exactly what this post says. It works on searchable unique identifiers such as lastname/snapchat/instagram/phone number that are then encrypted via a hash function to prevent doxing. Each report requires a screenshot/picture proof and requires moderator approval before public searchablity to prevent revenge porn/doxing/illegal content.
Right now it's just maybe 10-20 people using it in our area but it's kind of fucking hilarious to see the 'looking for love and a family' profile followed by "yes I'll suck you your dick in a KFC bathroom" in the database.

I tried this with a Tor-site hosted by myself called Slutfax. It wasn't really popular, a lot of people hated it (even 4channers), only got like 3 entries so i ended up shutting it down. One idea I had implemented was that usernames would be anonymized but remain the same in a single "dossier", like how IDs work on 4chan. Another feature was to use the TrustRank algorithm that could build trust networks. You would rate the veracity of a post and it would help you build trust with whoever wrote it. This would prevent Sybil attacks.
Maybe now things are different. I would recommend not using Tor and finding an anonymous hosting service. Also, I was using birthnames and names to verify identities. I think that was a mistake. It would be better to use Facebook, Instagram, Twitter, and Snapchat account names as a single-source of identity. Also, don't have uploading of pictures because revenge-porn laws will work against you.
