He suggests dinner? He can't assume she has the money to eat at the place he suggested, but she should be considerate and keep her beverage + food choice equal to his (dont order alcohol or appetizers if they don't, keep the entree at a similar or lesser price).
If after dinner he suggests a movie, she can't assume that he budgeted for that, so she should be prepared to cover both tickets, and if she gets snacks, she should be prepared to cover his too (and he likewise should be considerate, not ordering more expensive things than she does).
Dating people should also be conscious of gas prices/car maintenance and who is driving who around, and if you're the one being driven, it's considerate to offer to top up the tank before you are dropped off.
If he suggests she can't be sure he prepared for it, really? Why would he suggest it then? I have no problem paying for my guy, in fact I love paying for him, but that's a dumb statement to make. Even if the genders were reversed.
