Police are giving the impression that they have the skill to provide protection (reality, probably not true) but the uniform represents the fact they're trained and in a position to do so. Firemen/women have the skill to save you in a time of need. Flight attendees have the skill to give you relief and give you a sense of being treated (opposite of cop/fireperson). Medical personnel have the skill to literally save you. These are all various aspects that collectively create the positive image behind a person in uniform.
